Pweds, the best place for wither skeletons to spawn is on "crossroads" which is a specific part of the nether fortress. You should slab everywhere accept the crossroads. You could look up some youtube vids about wither skeleton farms for more info on this as basically all wither skeleton farms will be built around a crossroads.
